Code Enforcement

1. How do I report a potential code violation?

• To report a potential code violation please send us an email request or submit an online request for service.
• To report unregistered short-term rental units and filing noise, parking, trash, and other nuisance complaints related to short-term rental properties submit an online request for service.

2. What happens after a possible code violation is reported?

• A code enforcement inspector will inspect the property and determine if a violation exists.
• If a violation exists, the property owner may be contacted but is most likely sent a notice of violation via USPS Certified Mail. The notice of violation contains the specific code section and the nature of the violation, and a reasonable time period to correct the violation.
• If the violation is not corrected, the violation may be referred to the Special Magistrate for a hearing.
• The Special Magistrate will hear testimony from the City and the property owner and determine if, in fact, a violation exists.
• If the Special Magistrate finds the property owner is in violation of City Ordinances, an order may be issued and/or a fine imposed upon the property owner of record.

3. Can I remove a tree from my property?

Many types of trees within our city are protected and cannot be removed without a permit. It pays to check first. A fine can be assessed for removing a protected tree without a permit. Unless specifically listed as an "unprotected tree", any tree that has a diameter of six inches or more is protected and may not be removed except as provided in Section 34-425 of the Land Development Code. To remove a protected tree, please submit a tree removal application (PDF) to our department for review. If the proposed tree meets the criteria for removal, a tree removal permit will be issued accordingly.

4. What constitutes a nuisance?

A nuisance is defined as permitting any condition to exist that essentially interferes with the comfortable enjoyment of life and property, or tends to depreciate the property value of others.

5. What are some examples of a nuisance?

Overgrown grass; garbage or debris accumulation; a dilapidated building unfit for habitation; inoperable motor vehicles in a front lawn... Consult the Jacksonville Beach Code of Ordinances for a full description.

1. What is Tax Increment Financing?

Tax Increment Financing, also known as TIF, is a tool to use future gains in taxes to finance the current improvements that will create those gains. When a public project such as a road, school, or hazardous waste cleanup is carried out, there is an increase in the value of surrounding real estate and often new investment (new or rehabilitated buildings, for example).

This increased site value and investment creates more taxable property, which increases tax revenues. The increased tax revenues are the "tax increment." Tax Increment Financing dedicates that increased revenue to finance debt issued to pay for the project. TIF is designed to channel funding toward improvements in distressed or underdeveloped areas where development would not otherwise occur. TIF creates funding for public projects that may otherwise be unaffordable to localities.

Elections - Candidates Information

1. When can I open my bank account?

A candidate must file an Appointment of Campaign Treasurer and Designation of Campaign Depository (Form DS-DE 9) with the City Clerk's Office before any contributions are accepted or expenditures are made (106.021, Florida Statutes). The DS-DE 9 must be filed with the City Clerk's Office before a bank account is opened and prior to collecting petition signatures. Special district candidates who do not collect contributions and whose only expense is the signature verification fee or filing fee may collect petitions without filing the DS-DE 9 [Section 99.061 (3) Florida Statutes].

2. May a candidate appoint himself or herself as campaign treasurer and sign campaign checks?

Yes. Only the treasurer and deputy campaign treasurer may sign campaign checks. (Florida Statutes 106.021(1)(c)

3. Must a campaign treasurer be a registered voter in Florida?

No. Effective January 1, 2008 the campaign treasurer does not have to be a registered voter in Florida.

4. Can a deputy treasurer file and submit campaign reports?

Yes. A deputy treasurer may perform all of the duties of a campaign treasurer when specifically authorized to do so by the campaign treasurer and the candidate. (Florida Statutes 106.021(4))

5. If my treasurer is out of town, can I have an extension to file my report?

No. Campaign financing laws do not provide for an extension for filing campaign reports under any circumstances.

6. What are the contribution limits for a candidate?

The contribution limits for a candidate is $1,000 per election is the limit you may accept from a contributor. That includes either monetary or in-kind or the combination of both from an individual contributor. For contribution purposes, the primary and general elections are considered separate elections (Florida Statutes 106.08). For cash or a cashier’s check the contribution limit is $50 (Florida Statutes 106.09(1)).

7. What is an “in-kind” contribution and are they subject to the same limitations as monetary contributions?

An in-kind contribution is anything having a monetary value in any form. (Florida Statutes 106.011(3)(a)) Any person who makes an in-kind contribution shall place a fair market value on such contribution (Florida Statutes 106.055). In-kind contributions are subject to the same contribution limitations set for monetary contributions.

8. If I receive an in-kind contribution of office space and it exceeds the limits, what should I do?

You may accept an in-kind contribution up to the contribution limit threshold. You may not exceed the limit. You may pay, with campaign funds, for the office space after the limit is reached. (Florida Statutes 106.08)

9. Do I have to itemize small contributions $0.05, $1, $5, $10, etc.?

Yes. Florida law provides no exceptions for the reporting of contribution information, regardless of the size of the contribution. The full name and address of the contributor is also required. Your report will be considered incomplete without the full name and address of each contributor. (Florida Statutes 106.07(4)(a)(1)

10. Do I have to list the contributor’s occupation for every contribution?

No. Only if the amount is over $100. The occupation must be specific. Listing occupation as businessman, business owner or executive is not specific. If a business contributes more than $100, the principal type of business must be listed. (Florida Statutes 106.07 (4)(a)(1)

11. I received an anonymous contribution, how do I report it?

We recommend candidates not accept anonymous contributions and avoid the hassle entirely. However, if an anonymous contribution is accepted, it may not be spent to the furtherance of your campaign. The anonymous contribution should be reported on the campaign report specifically as an anonymous contribution. A cover letter should accompany the report explaining that the contribution is anonymous and therefore impossible to return. The candidate is not to spend the contribution and at the end of the campaign, donate the amount of the anonymous contribution to an appropriate entity under Florida Statutes 106.141. (Division of Elections Opinion 89-02)

12. How is my name to be printed on my campaign checks?

"Campaign Account of (Name of Candidate)," is recommended. See Florida Statutes 106.11(1)(b) for minimum account information required for campaign checks. The Candidate and Campaign Treasurer's Handbook (PDF) published by the Division of Elections is another good resource.

13. Can I accept contributions in a government-owned building?

No person shall make, solicit or accept any political contribution in a building owned by a governmental entity (accept means to receive a contribution by personal hand delivery from a contributor or the contributor's agent). This does not apply when a government-owned building or a portion thereof is rented for the specific purpose of holding a campaign fundraiser. (Florida Statutes 106.15(4))

14. How long do I have to deposit contributions into my campaign account?

All contributions must be deposited into the campaign account prior to the end of the 5th business day following receipt excluding Saturdays, Sundays and legal holidays. All deposits must be accompanied by a bank deposit slip containing the name of each contributor and the amount contributed by each. (Florida Statutes 106.05)

15. Can I use a debit card for my campaign account?

A candidate may use a debit card to make campaign expenditures. Debit cards are considered bank checks if they are obtained from the same bank that has been designated as the candidate's primary campaign depository. A debit card must be issued in the name of the treasurer, deputy treasurer, or authorized user and state the name of the campaign account of the candidate. The person using the debit card cannot receive cash as part of any transaction. The treasurer, deputy treasurer or authorized user must sign each transaction. (Florida Statutes 106.11(2))

16. May I use a credit card for my campaign account?

No. Credit cards may not be used by candidates running for local office. (Florida Statutes 106.125)

17. How much may I withdraw for petty cash?

The campaign treasurer or candidate may, until the close of the last day of qualifying for office, withdraw the amount of $500 per calendar quarter. Following the close of the last day of qualifying and until the election, the campaign treasurer or candidate may withdraw $100 per week ($500 per week for candidates for statewide office). Petty cash may be spent only in amounts of less than $100 and only for office supplies, transportation expenses, and other necessities. Petty cash shall not be used for the purchase of time, space, or services from communications media. The total amount withdrawn and the total amount spent must be reported in each reporting period. (Florida Statutes 106.12)

18. I’m a candidate and have decided to run for a different office – what is the procedure?

A candidate must file a new Designation of Campaign Treasurer form (DS-DE 9). Within 15 days of the change of filing, the candidate must notify all contributors in writing and offer to return a pro rata share of his/her contribution - make sure to enclose the DS-DE 86 Request for Return of Contribution form. If the contributor returns the form within 30 days, then he/she is entitled to a pro rata share of his/ her contribution. Any contributions not requested to be returned within the 30-day period may be used by the candidate for the newly designated office. (Florida Statutes 106.021(1))

19. Do I have to file campaign reports on the online reporting system?

In 2022, the City of Jacksonville Beach implemented an online campaign finance portal for recording and reporting of campaign finance activity.  The City Clerk is the qualifying officer. You are encouraged to submit all campaign reports online if possible.  You must begin filing reports after filing the Appointment of Campaign Treasurer and Designation of Campaign Depository, form DS-DE 9 to the City Clerk at:

20. As a candidate, am I required to use closed-captioning and descriptive narrative in my television broadcasts?

Yes. Each candidate is required to use closed-captioning and descriptive narrative in all television broadcasts regulated by the Federal Communication Commission or file a written statement with the filing officer stating reasons for not doing so. For local offices the City Clerk's Office is your filing officer. (Florida Statutes 106.165)

21. Can I conduct a raffle to raise money for my campaign?

No. Pursuant to Section 849.09, Florida Statutes, it is unlawful for any person in this state to set up, promote, or conduct any lottery for money or anything of value.

22. If I am late submitting my report, how is my fine calculated?

Any candidate failing to file a report on the designated due date shall be subject to a fine of $50 per day for the first three days late and, thereafter, $500 per day for each late day, not to exceed 25% of the total receipts or expenditures, whichever is greater, for the period covered by the late report. However, for the reports immediately preceding the primary and general election, the fine shall be $500 per day for each late day, not to exceed 25% of the total receipts or expenditures, whichever is greater, for the period covered by the late report. For a candidate's termination report, the fine shall be $50 per day for each late day, not to exceed 25% of the total receipts or expenditures, whichever is greater for the period covered by the late report. All fines must be paid from the candidate's personal funds - not campaign funds.  (Section 106.07(2) and (8), Florida Statutes)

23. Do I have to use a political disclaimer on all of my campaign literature?

Any political advertisement that is paid for by a candidate (except a write-in candidate) and that is published, displayed, or circulated before, or on the day of, any election must prominently state a disclaimer. However, there are a few exceptions. For the most up-to-date information, please refer to the Candidate and Campaign Treasurer Handbook: Division of Elections Publications.

24. When can I begin collecting petition signatures?

Signatures may not be obtained until the candidate has filed the Appointment of Campaign Treasurer and Designation of Campaign Depository form (DS-DE 9). The petitions are valid only for the qualifying period immediately following such filings. (Florida Statutes 99.095)

25. Do I have to resign my office to run for another office in Florida?

Fire Marshal's Office

1. Can I have an open fire on the beach?

No. Open fires are not allowed on the beach.

2. Can I burn leaves or other debris on my property?

Open burning is not allowed unless a permit is issued by the Fire Marshal. Most properties in Jacksonville Beach do not meet the requirements to obtain a permit. Consult the Fire Marshal via phone at 904-247-6201.

3. Can fireworks be shot within city limits?

Only fireworks classified by the State Fire Marshal as sparklers may be ignited within city limits. Sparklers do not explode or fly through the air and explode. Any other fireworks are illegal when used by individual consumers for recreational displays.

4. Does the Fire Marshal's Office offer First Aid or CPR classes?

Classes are available through the American Red Cross at 904-358-8091, ext. 1818, or the American Heart Association CPR locator service, at (877) 242-4277 or the American Red Cross website.

1. Where can I get a marriage license?

Please contact the Clerk of the Courts for Duval County. You can reach them by calling 904-255-2000 or visiting the Duval County Clerk website.

2. Do you have camping or RV facilities?

There are no campgrounds or RV facilities located within the city limits of Jacksonville Beach. Camping on the beach is not permissible. Please visit the Florida State Parks website for a list of Northeast Florida State Parks.

3. Are dogs allowed on the beach?

Dogs are permissible on the beach at any hour from October 1 through March 31. However, dogs are not permitted on the beach during the hours of 9 am and 5 pm, 7 days a week, from April 1 through September 30. Dogs must be leashed at all times while on the beach as in all other public places.

4. Can you drive cars on Jacksonville Beach?

Driving on the beach is not permitted within the city limits of Jacksonville Beach, Neptune Beach or Atlantic Beach.

5. Where are beach facilities located?

• Restrooms are located at 2nd Avenue North, 5th Avenue North, and 19th Avenue North
• Outdoor showers are located at 2nd Avenue North, 5th Avenue North, 19th Avenue North, and 7th Avenue South
• Wheelchair accessible ramps are located at Beach Boulevard, 5th Avenue North, and 6th Avenue South

6. Are there public restrooms located at the beach?

Yes. In Jacksonville Beach, public restrooms are located at 2nd Avenue North and 5th Avenue North. Portable toilets are also located at 19th Avenue North. They are open 7 days a week from March through September, Wednesday through Sunday in October, and Friday through Sunday, November through February.

7. Are the beaches handicap accessible?

Yes. In Jacksonville Beach, there are handicap-accessible ramps at 5th Avenue North, Beach Boulevard and 1st Street, and 6th Avenue South. Beach wheelchairs are also available at the Lifeguard Station. Please call the Lifeguard Station at 904-249-9141 or Parks and Recreation at 904-247-6236.

8. Can we walk on the dunes while at the beach?

No. Climbing on the dunes is prohibited. The sand dunes, and sea oats on the dunes are protected by Florida State Law. Please use the crossovers to get to the beach.

9. Are alcoholic beverages allowed on the beach?

No, alcoholic beverages and glass bottles are not permitted on the beach.

10. Is surfing permitted at the beaches?

Yes, surfers are welcome, but they must have their surfboards tethered to one leg while in the water.

11. Are grills allowed on the beach?

Grills are not allowed on the beach or any other city property in Jacksonville Beach unless it is provided by the city.

12. Are horses allowed on the beach?

Horses are prohibited at all times in Jacksonville Beach, Neptune Beach, and Atlantic Beach.

13. Are there boat ramps in the area?

Yes. You can find boat ramps at Beach Marine, 2315 Beach Boulevard, call 904-249-8200 for more information. You may also go to the Mayport Marine at 4852 Ocean Street on the south side of the St. John River, call 904-246-8929 for more information. You can launch small boats at the Guana Tolomato Matanzas Preserve off State Road A1A south of Ponte Vedra, call 904-825-5071 for more information.

14. Are jet skis permitted at the beaches?

Yes. In Jacksonville and Neptune Beaches, jet skis must stay 300 feet off of the beach. They can only be launched from public ramps, not from the beach. In Atlantic Beach, jet skis must stay 200 feet off of the beach. For more information regarding Atlantic Beach, go to the Atlantic Beach, Florida website.

15. When is sea turtle nesting season?

May 1st through October 31st. See the Beaches Sea Turtle Patrol website for more information.

16. What do I do if I come across a sea turtle on the beach?

Do not touch the sea turtle. Call the Beaches Sea Turtle Patrol immediately at 904-613-6081. If the sea turtle is alive you may sprinkle water on the shell, but remember to contact Beaches Sea Turtle Patrol right away.

17. What can I do to ensure a safe environment for sea turtles?

Florida is the second-largest Loggerhead Sea Turtle nesting area in the world. It is important that we do our best to ensure a safe nesting season for the sea turtles. Avoid unnecessary light, noise, and movement on the beach at night. Remove all litter from the beach. Avoid walking on turtle tracks or dunes where nests occur. Do not shine any lights directly on a sea turtle; this will cause her to abandon her nest. For more information please call Beaches Sea Turtle Patrol at 904-613-6081.

18. Are weddings permitted on the beach?

Yes. The beaches are a beautiful place to hold a wedding ceremony.  For more information on scheduling your wedding at the beach, visit the Weddings on the Beach page.

19. Are sailboats and catamarans allowed on the beach?

They are allowed on the beach if the following rules are followed:

• They may not be launched or removed from the water.
• They cannot be stored in a way that is harmful to the sea oats or the sand dunes.
• They cannot interfere with the lifeguards' vision.

20. Is fishing permitted on the beach?

Yes. Surf fishing is a popular activity among beach-goers in areas with few swimmers. Jacksonville Beach also has a fishing pier that stretches 1,300 feet over the Atlantic Ocean. The pier is handicap accessible and includes a concession area, bait shop, restrooms, and several fish cleaning stations. The pier is located at 503 North 1st Street.

In order to be considered for a position currently available with our organization, and employment application must be submitted. Current job openings may be viewed online. 2. How can I be notified when a position becomes available?

3. I cannot find a position that I have been able to view in the past?

If a position is no longer visible, then applications are not being accepted at this time. The deadline to apply is always posted where the position is advertised. Applications are only accepted during the posting period.

4. Where can I send my resume?

Applications and resumes are only accepted for positions currently advertised. Unsolicited resumes cannot be accepted. You may attach your resume to your application when you apply.

5. How do I apply for a job with the City of Jacksonville Beach if I do not have a computer or web access?

6. How do I create an account?

To create an account go to the Career Opportunities page. Select "Login" in the upper right corner of the page. This takes you to the login page. If you have already visited governmentjobs.com and have a username and password, enter them. This is case-sensitive and must be entered exactly.

If you are a new user, establish a username and password by selecting the "create an account" link. You will need the username/email and password later, so please record this information for future use.

7. I have forgotten my user name and/or password.

Below the Sign In button, select "Forgot Username" or "Reset Password". On the next page, enter your email address, answer the security question, and select "Send Username" or "Send Password". You should receive your username or instructions on how to change your password. If you do not see the email in your inbox, check your spam/junk email folder. The email address you enter must be the same email address you used when setting up your account. If it doesn't match, you may receive an error stating the user with that email was not found.

If you are already logged in to your account select the “Open Positions” link.  Select the job title of the position you wish to apply for. This will open up the job posting. Select “Apply”.

10. How do I attach documents to my application(s)?

To attach documents to your applications refer to the following steps:

• Select on the "Attachments" tab.
• Select "Upload" and select the document you would like to attach from your files. If you have attached documents in the past you should see the list when you click on " Recent Uploads"
• To attach additional documents select "Add Supplemental Attachment"
• Select the attachment type and choose " Upload" or " Recent Uploads."

Please note once you submit your application you will not be able to return to attach documents.

11. Can I add additional information or documents to my application after it has been submitted?

You will not be allowed to modify your application once it has been submitted. If you have additional information or documents to be attached to a specific application, call the Human Resources Department at 904-247-6263, Monday through Friday, from 8 am to 5 pm (Eastern Standard Time) for instructions on how to fax, mail, or email your attachment(s).

12. Can I print a copy of my application?

The application process will take you through a series of steps (Job Application, Agency-Wide Questions, Supplemental Questions, Confirm Application, Certify and Submit). After completing these steps, you can print a copy of your application by selecting the "View" application link located at the top of the page. You can also view and print your application at any time by accessing your account.

13. How do I check status of application?

You will receive an email notifying you of the status of your application. This will be sent to the email address used when applying. You may check the status of your application at any time by logging into your account.

14. When will I be notified of required testing?

If the position requires testing, you will be notified either by email or by checking your application status by logging on to your account. Applicants may be responsible for scheduling required testing using the online system.

15. I missed the test. Can I reschedule it?

If you are unable to make your scheduled appointment, you must log in to your online account to see if additional testing dates and times are available. If so, click on the new date and time. Keep in mind there is limited availability for testing dates and time slots.

1. What do the flags mean on the Lifeguard Tower?

When you see a flag flying on a lifeguard tower, it means that a lifeguard is on duty. Sometimes you will see a lifeguard dropping their flag, waving their flag, and sometimes placing their flag at a 90 degree angle while standing on top of their tower. Those acts are acts of relaying emergency information between other lifeguards nearby.

2. How can I find out about the current ocean conditions?

There are multiple ways to obtain information on the current ocean conditions:

• Go to the Mote Marine Laboratory Beach Conditions Reporting System website and view the conditions for Jacksonville Beach.
• Subscribe online to ALERTJAX Beach and Ocean Safety Notifications or text DUVALBEACH to 888-777.
• Visit the National Weather Service JAX Office's Marine page.
• Call the Jacksonville Beach Lifeguard Station at 904-270-1685 during in-service hours.

3. What do the different color flags mean that I see on the walk overs?

Lifeguards throughout the United States have adopted a set of flags to advise bathers of the current ocean conditions. In the absence of condition flags, bathers should be cautious of going into the water. Never assume it is safe to swim in the absence of condition flags.

• Green Flag - Calm Ocean Conditions. Swim near a lifeguard.
• Yellow Flag - Moderate Ocean Conditions. Waves, long-shore currents, and rip currents are present; danger may increase greatly depending on tide and/or location. Check with your lifeguard before entering the water.

4. What is a rip current?

A rip current is a dangerous channel of water leading out to sea. Water left onshore by breaking waves needs somewhere to go and the force of this water forms lateral currents, called feeders, that feed the neck of the rip current. Water rushes out to sea in the neck of the rip current and disperses at the head of the rip current. Usually waves do not break in the rip current’s neck; the water is brown and murky from the sand kicked up by the water. Visit our Safety Tips page for more information on rip currents.

5. What do I do if I find an injured bird or a marine mammal on the beach?

If you come across any injured animal or sea creature on the beach, do not touch it or attempt to help it. The best thing you can do is notify the nearest lifeguard and they can contact the proper authority. If you do not see a lifeguard near by, call Jacksonville Beach Dispatch at 904-270-1661.

6. What should I do if I get stung by a jellyfish?

Don't touch the site where you came in contact with the jellyfish. Seek the nearest lifeguard's assistance and they will treat you appropriately. Usually, treating the sting with a mixture of vinegar and saline water will alleviate the pain. If you start having life threatening conditions and do not see a lifeguard nearby, call 911 immediately.

7. Can I sleep or camp overnight on the beach?

No. According to Jacksonville Beach City Ordinance Section 16-10, sleeping, lodging, and camping is not allowed on the beach at any time.

8. Can I reserve a spot on the beach for my special event?

Generally the beach is first come, first served unless a permit is obtained. Contact the Jacksonville Beach Parks and Recreation Department for more information at 904-247-6236.

9. What should I do if I can not find my child at the beach?

When family members get separated from their children, they need to immediately report to the nearest lifeguard. It is highly advised that you look for your missing child before seeking assistance. In the event that there is not a lifeguard present, call 911 immediately. We recommend that you teach your child to go to the lifeguard immediately in the event that they cannot find the people they came to the beach with.

10. What should I do if a lifeguard is whistling at me when I am in the water?

When a lifeguard is whistling at you, they are trying to alert you to move away from a dangerous area, such as in a rip current. You should follow all of the lifeguard's hand signals. If you do not know what to do or whether or not the lifeguard is whistling at you, you should get out of the water and ask the lifeguard.

1. Why do I have to submit a development plan for approval before I can apply for a building permit?

All new non-residential projects and any residential project of three or more dwelling units require Development Plan approval (PDF). The Planning Division ensures that development or site plans are in compliance with the requirements of the Land Development Code. They also coordinate the site plan review process with other departments.

2. Why do I need to apply for a conditional use?

A conditional use is a use that is generally not compatible with other land uses permitted in a particular zoning district, but which may be allowed after an individual review to ensure the appropriateness of the use in that particular location. Only those uses which are authorized as conditional uses in Article VII of the Land Development Code may be approved.

3. Are there any exemptions to the development plan approval requirement?

The only exemptions to the development plan approval process are additions to existing buildings and construction of one and two-family dwellings.

4. What is a variance?

A variance is an approved deviation from the terms of the Land Development Code. If you have been notified that you require a variance for your project, it means that you do not meet certain zoning requirements (i.e. - setbacks, lot coverage, parking, etc.) and have to prove that the literal enforcement of the provisions of the Land Development Code would result in undue and unnecessary hardship.

1. Why do I need a building permit?

The purpose of a building permit is to control the quality of construction to help ensure that our city continues to be a safe, beautiful area in which we all can live, work and play. Also, the evidence of a building permit is often necessary to obtain financing from a lending agency and may be required to close a sale of your property to show that any improvements that have been made are in compliance. Fire and liability insurance damage may also not be paid in some cases where improvements have been made without a permit.

2. How do I apply for a permit?

Consult the residential or commercial permit checklist, fill out the corresponding permit application, and submit all required information and documentation to the Planning and Development Department, City Hall, 11 North 3rd Street.

3. How long will it take to review my application?

Processing time varies with the complexity of your project. Some projects can be permitted over the counter. Others require extensive review and can take an average of 10 days. Most minor project permits can be issued within three working days. The Building Inspection Division staff will contact you when the permit is ready for you to pick up.

4. What type of work will I not need a permit for?

Permits are not required for any work that is considered cosmetic, such as carpeting, replacing cabinets, painting, some siding replacement, and some minor repair of work. It is best to call 904-247-6235 to clarify if a permit is needed.

5. How much will my permit cost and what forms of payment are accepted?

Building permit fees are calculated based on the size, type, and valuation of the construction proposed. You can get an estimate of permit fees from staff, prior to submitting your application. Other fees may apply such as water and sewer tap fees, and right-of-way permit fees. All fees are due when the permit is issued. Currently, we accept cash, check, and/or money order. Checks should be made payable to "City of Jacksonville Beach".

6. When am I allowed to work on my building project?

Building activity is allowed between the hours of 8 am and 6 pm, Monday through Saturday. Work is not allowed at any time on Sundays, New Years Day, Memorial Day, 4th of July, Labor Day, Thanksgiving, and Christmas. (reference Ordinance Number 7535)

7. What does the permit fee cover?

The cost of the permit includes the permit fee, plan check fee and required inspections.

8. Can a homeowner pull a permit?

Under an exemption to the law, a homeowner is allowed to pull a permit when acting as his own contractor for certain kinds of projects. You will need to verify with the Building Inspection Division that your project qualifies. The homeowner is legally responsible as the contractor and liable for employees hired to work on the project. Hiring a licensed professional, more often than not, will save you time and money.

9. Where can I obtain a copy of my current boundary survey?

In most cases, a copy of the boundary surveys is included in the Title Closing documents at the time of Title Transfer. Copies of the survey may be obtained from the surveyor who performed the original work.

10. Is an as-built (final) boundary survey required for my building project and what information should be included on the survey?

Upon completion of certain land-disturbing activities, including but not limited to new construction, additions, and accessory structures, and prior to scheduling a final inspection, an updated as-built (final) survey may be required.

11. How do I select a contractor?

We cannot recommend contractors. You should talk to other property owners for whom the contractor has completed work. You may want to ask about the quality and timeliness of the work completed or if problems occurred after completion, did the contractor respond to their calls.

Be sure the contractor has a permanent business location (which may be their own home), is a licensed contractor, and has a telephone. After you have narrowed your list, you may want to check with your local Better Business Bureau. Obtain at least three estimates. Remember that the lowest bid may not always be the best choice. You can verify if a contractor is licensed and find out if any complaints have been filed against them by contacting the Department of Business and Professional Regulation at 850-487-1395.

1. How do I report a potential code violation?

• To report a potential code violation please send Code Enforcement an email request or submit an online request for service.
• To report unregistered short-term rental units and filing noise, parking, trash, and other nuisance complaints related to short-term rental properties, submit an online request for service.

2. What happens after a possible code violation is reported?

1. A code enforcement inspector will inspect the property and determine if a violation exists.
2. If a violation exists, the property owner may be contacted but is most likely sent a notice of violation via USPS Certified Mail. The notice of violation contains the specific code section and the nature of the violation, and a reasonable time period to correct the violation.
3. If the violation is not corrected, the violation may be referred to the Special Magistrate for a hearing.
4. The Special Magistrate will hear testimony from the City and the property owner, and determine if, in fact, a violation exists.
5. If the Special Magistrate finds the property owner is in violation of City Ordinances, an order may be issued and/or a fine imposed upon the property owner of record.

3. Can I remove a tree from my property?

Many types of trees within our city are protected and cannot be removed without a permit. It pays to check first. A fine can be assessed for removing a protected tree without a permit. Unless specifically listed as an "unprotected tree", any tree that has a diameter of six inches or more is protected and may not be removed except as provided in Section 34-425 of the Land Development Code (PDF). To remove a protected tree, please submit a Tree Removal Application (PDF) to our department for review. If the proposed tree meets the criteria for removal, a tree removal permit will be issued accordingly.

4. Can I park a boat or a trailer in my driveway?

Only boats less than 20 feet can be parked in a driveway. Hauling trailers, travel trailers, RV campers, commercial vehicles and boat's over 20 feet must be stored behind the front yard setback. (LDC Section 34-402)

5. Can I keep my vehicle on my property if it does not have a license tag or if it does not run?

No, all vehicles must have a current tag, good tires and must be operable. Untagged, nonoperable vehicles can only be stored in an enclosed building. (Chapter 14, Article II, Junked, Abandoned Vehicles)

6. Do I need a permit to cut down a tree?

Yes! It is a no-charge permit and an inspector needs to verify that the tree is diseased, dead or dying tree. The only trees not needing a permit is a palm or pine tree. (LDC Section 34-424)

7. Are snipe signs/bandit signs allowed in Jacksonville Beach?

No, they are prohibited in Jacksonville Beach. (LDC Section 34-452)

8. How tall can my grass be before it would be a violation?

Grasses, weeds and other untended growth can not be in excess of 10 inches. (Section 19-2)

9. Can my neighbor store piles of junk, boxes and totes outside?

No, trash, debris, junk such as furniture, appliances, paper, plastics, building materials, glass, cans, or any other material that could be considered a nuisance may not accumulate on property. (Section 19-2)

10. How many people can live in a rental house?

Any number of individuals relating by blood, marriage or legal adoption and no more than 4 unrelated people can live together as a single household unit. (LDC Section 34-41(family))

11. Can I replace my fence without a permit?

No, a permit is required to replace a fence. You will also need a copy of your property survey indicating where the fence is going.

12. Can I have a Portable Storage Container (POD) on my property?

A POD is allowed if there is an active building permit.

1. How do I get a copy of a police report or a traffic crash report?

Copies of offense reports and crash reports are available in the Records Section located in the lobby of police headquarters. Business hours are Monday through Thursday 8 am to 5 pm and Friday 8 am to noon, except holidays. Crash reports are confidential for the first 60 days and can only be released to the parties involved. Please bring a photo ID with you when requesting the report. Police reports can be located by case number or name. There is a nominal fee for reports. For more information call 904-270-1667.

2. How can I attend the Citizen Police Academy?

You can obtain a Citizen Police Academy Application (DOCX) by calling 904-247-6193. The application needs to be returned to the police department.

3. Are you open on Christmas?

We are a 24-hour, 7-day a week police department. The department is equipped to handle any request or call for service at any time of the day or night. After normal business hours, a customer may use the interactive television that is located in the lobby. This enables the citizen to talk to a communications officer face to face and request assistance.

4. Where can I park when I come to downtown Jacksonville Beach?

The city has several designated parking areas, including city public lots. They are all clearly marked. It is not advised to park in an area that is not marked for parking. 5. Can I take my dog to the beach?

Dogs are permissible on the beach at any hour from October 1 through March 31. However, dogs are not permitted on the beach during the hours of 9 am and 5 pm, 7 days a week, from April 1 through September 30. Dogs must be leashed at all times while on the beach as in all other public places.

6. How do I file a police report?

You can file a police report by calling 904-270-1667 and request a police officer respond to your location. You may also come to police headquarters at any time. In some circumstances, you can file a report by phone. Always remember to dial 911 if your situation is life-threatening.

7. Where do I find information about employment with the Jacksonville Beach Police Department?

To report an item stolen or found within the City of Jacksonville Beach, please call the Communications Center's non-emergency phone number at 904-270-1661. Please have descriptive information ready which may include the item's make, model, and/or serial number.

3. How can I find out if you are holding my property?

Appointments are required for all property releases.

The best way to find property once it is lost or stolen is to have up-to-date records, pictures or video noting serial and model numbers, if available, or to place an "Owner Applied Number" on items that do not have a serial number. Unique numbers make identifying and matching items to the rightful owner more simple; however, if this information is not available, a detailed description could be helpful.

Before calling 904-247-6196 to inquire if the Property Room is holding your property, please have the following information available:

• What is the property type and description?
• What is the Serial Number or Owner Applied Number?
• Where and When was the item lost or stolen?
• Was the loss reported, and, if yes, what is the case number?

4. How can I pick up my property?

Appointments are required for all property releases. Call the Property Room at 904-247-6196 to set up a date and time to pick up your property.

Some items of property will require special handling instructions. You must be prepared to remove the property at the time of your appointment.

Before your property can be released, you will need to provide the following to the Property Officer:

• Valid state-issued identification;
• Case number, if known; and
• Proof of ownership - or - power of attorney if you are picking up someone else's property.

If picking up a firearm and you have a concealed carry permit, bring the permit with you. If you do not have a permit you will have to pass a background check in order to pick up the firearm. Ammo can’t be released the same day with the firearm. You will need to make another appointment to pick up the ammo.

Pending Cases

If you are a defendant and your case is pending:

Contact your attorney or assigned council to request a property release from the Prosecutor’s Office. Once that release has been obtained, contact the Property Room to schedule an appointment.

Closed Cases

If you are a victim or a defendant on a closed case:

Contact the Officer or Detective assigned to your case to request the property to be released. Once that release has been obtained, contact the Property Room to schedule an appointment.

5. If I am arrested, what happens to my property?

If the owner is incarcerated, and the property is taken for safekeeping, the property will be held for 60 days. If the owner advises that he/she can not retrieve the property within 60 days, the Property Room may extend the duration of safekeeping.

6. What happens to found property if an owner is not located?

Depending on the item's condition, after 90 days the item will either be disposed of or auctioned in accordance with state law.

Each background check costs $5 per person or address which is researched. Background checks are limited to incidents occurring in the City of Jacksonville Beach.

5. How much are Bar Identification cards?

All local bar employees must have identification cards. They cost $4 each and are only issued on Fridays, from 8 to 11 am, and from 2 to 4 pm, except for City of Jacksonville Beach designated holidays which fall on a Friday.

6. Will you fax a copy of a report?

No, we cannot fax copies of reports.

7. When can fingerprinting be done?

Sunshine Playground FAQ

1. Will the redesign of the park affect the Splash Pad?

No. The splash pad will not be affected at all. It will operate under its normal hours and months of the year.

2. Are you changing the Splash Pad?

This design is only for the playground. We are currently not changing anything with the splash pad, multi-purpose field, volleyball courts or skate park.

3. When will the playground be closed?

Demolition of the playground begins on November 16, 2021. The last day to play on the playground is November 15, 2021.

4. What is happening with the mermaid archway?

We plan to renovate our mermaid as she is an iconic piece of this playground. We also plan to keep the pavilion and tiles in the playground as well.

5. Will any of the trees or pavilions outside of the fence be removed to accommodate the larger “footprint” of the new playground?

As of right now, nothing outside of the perimeter will be removed or changed.

6. Will there be more shade?

Yes, we will be installing shade sails over the main structure of the tot lot as well as a good portion of the “big kid” area.

7. Is the new playground ADA inclusive?

Yes, many pieces (including the mid-level of the lifeguard tower) are accessible by wheelchair.

8. What are the materials being used for the new playground?

The structure will be made of a composite wood and the flooring will be synthetic turf.

9. What's happening with the original fence posts that were donated?

The fence posts will be available for pickup at the Community Center at South Beach Park through the end of the year (2021).

10. Will the demolition/construction affect other parts of South Beach Park?

For the most part, no! The skate park, fields, path, volleyball courts, tennis court, pickleball courts, basketball courts, and community centers will remain open. If for some reason, a section of the park needs to be closed for a certain period of time, we will alert the public.

11. What is happening with the tile(s) I designed for the Sunshine Playground?

The tiles are being incorporated into the new design!

12. What is happening with the brick(s) I purchased for the original Sunshine Playground?

The bricks are staying put as part of the new playground design.

13. When is the playground reopening?

Our hope is for the new Sunshine Playground to open in Spring 2022. Although there are many construction/material delays happening locally and nationally, we are still hopeful to open in the spring. Applications for utility service may be submitted in person, via email, by fax, or by mail. Positive identification, i.e. Florida ID or valid Driver's License is required. If submitting by mail or fax, please call our Customer Service Department at 904-247-6241.

2. Does Beaches Energy Services require a utility deposit?

Yes, the residential deposit for the new utility service starts at $125, however, the deposit may be waived when our new customers provide a good payment history for one full year from their previous utility company.

3. When will my utility deposit be returned?

Residential deposits with interest are returned after 12 months of satisfactory payment history. Commercial deposits are returned upon termination of utility service.

4. What should I do to have my utility service disconnected?

5. How do I transfer my utility service from one location to another location?

6. How do I obtain information on conserving and lowering my monthly utility bill?

Beaches Energy Services can recommend many ways to help you save on your electric and water bill. Electric and water bills vary depending on the time of year, weather, number of days in a billing cycle, and usage. We offer a free residential energy audit to assist you in evaluating the electric usage in your home. 7. How can I protect my home against power surges?

Beaches Energy Services will install a Surge Protection Device that is designed to protect major motor-driven appliances like refrigerators and air conditioners. 8. What is the CARE Program and how do I contribute?

Our CARE Program provides assistance to eligible applicants who are customers of Beaches Energy Services. Occasionally elderly, disabled, or low-income members of our community may need assistance paying their monthly utility bills. BEAM (Beaches Emergency Assistance Ministry) administers the Care Program and qualifies the families that need assistance.

9. Where does Beaches Energy Services get their power?

Beaches Energy Services is a member of the Florida Municipal Power Agency. The Agency provides wholesale power and is owned by 29 municipal electric utilities. The Agency provides electric service to over 1.7 million Floridians.

10. How do Beaches Energy Services residential rates compare with other Electric Utilities?

Our residential electric utility rates compare very favorably to other utilities within the State of Florida and have historically remained below Florida's average.

11. What is the Power Cost Adjustment that appears on my bill?

The Power Cost Adjustment is directly related to the cost of fuel used to generate electricity. The Power Cost Adjustment is not additional income for Beaches Energy Services. This is a direct pass-through expense. A large percentage of the electricity we provide to our customers is produced by using clean-burning natural gas. Volatility in the price of natural gas can affect the Power Cost Adjustment.
