Sandy started as the Jacksonville Beach City Attorney on October 7, 2021. Prior to relocating to her home state of Florida, Sandy practiced law in Virginia for three decades in both the private and public sectors. For more than 20 years, Sandy has served local governments and public officials in a variety of legal capacities, from an Assistant City Attorney, Mayor’s Chief of Staff and Legal Counsel, Special/Outside Counsel, County Attorney and, most recently, City Attorney.
Sandy received a B.A. in English from Atlantic Union College in South Lancaster, Massachusetts and a J.D. degree from Washington & Lee University in Lexington, Virginia. She is licensed to practice law in Florida and Virginia.
Sandy is an active member in good standing of the Florida State Bar and the Virginia State Bar. She is also a member of the International Municipal Lawyers’ Association (IMLA), the Local Government Attorneys of Virginia (LGA), and the Virginia State Bar’s Diversity Conference. Sandy serves IMLA’s Small and Rural Communities subcommittee.
